Project Summary

The applicant for the program is the regional Library Assocciation of Bilogora, Podravina and Kalničko prigorje, as a member of the national association of the Croatian Library Assocciation. It brings together librarians of all types of libraries in the area of 3 counties in the north of Croatia.


There are three mobile library services in the region, with three bibliobuses in the cities of Koprivnica, Bjelovar and Križevci, serving users in the large rural area around these cities. Another libraries in the region, for example, in Virovitica and Daruvar, wants to set up mobile library services.


Bookmobiles in Spain are a very important part of the public library network, and the Catalonia region has well developed mobile library networks too. Given that Catalonia has a similar size of area and distribution of settlements of simmilars size as in Croatia, their mobile libraries as well as the Catalan network of public libraries in general are very interesting to Croatian librarians as an example of good practice.


The aim of mobility is to get to know the organization and operation of mobile libraries in the Lleida and Barcelona districts, as well as programs for adult mobile library users. One of the goals is to get to know the network of libraries in Spain, library programs and projects in collaboration with the local community and how libraries in Spain meet the needs of their adult users.


As the Library Assocciation of Bilogora, Podravina and Kalničko prigorje has extensive experience in disseminating knowledge and information in regional and national librarian community intended for development of library services, through library network, conferences and published materials, information from this study visit will be distributed to other libraries and librarians in our region and in Croatia in general, as well as in the neighbour countries.

Mobility Participants

Participants in the project and mobility in this program, within their professional interests and responsibilities, are engaged in expanding library networks and improving library services, especially for disadvantaged populations. They are actively involved at the regional and national level in the work of the Croatian Library Association's Mobile Libraries Commission, publish professional papers on this topic and teach other librarians how to organize and improve library services for all users, especially those who are less accessible because they live in small settlements, which are far from larger city centers.

Silvija Perić

Senior librarian, professor of Sociology and Croatian Culture, born in 1976.
Head of the Virovitica-Podravina County Development Department in the Virovitica Public Library since 2008.
Areas of interest: Introduction of new library services and programs, public relations, expansion of the library network in Virovitica-Podravina County through mobile libraries.
Active member of the Croatian Library Association and member of the Commission for Information Free Access. President of the regional Library Association of Bilogora, Podravina and Kalničko prigorje since 2018, and from 2020 in the second term. Member of the Editorial Board (since 2001 until today) and editor-in chief of the professional magazine Svezak (2012-2013) published by the Library Association of Bilogora, Podravina and Kalničko prigorje. Participated (2005-2006) in the program financed from pre-accession EU funds "Information on the European Union in public libraries" as a coordinator of activities for Virovitica Podravina County. She regularly presents her library and the regional Library Association at professional gatherings and conferences, especially at mobile library festivals. She writes professional papers for library journals and thematic collections.

Ljiljana Vugrinec

Library counselor, professor of pedagogy, born in 1965.
Since 1996, she has worked in the Fran Galović Public Koprivnica as the head of the County Development Service Department for public and school libraries.

Areas of interest: public and school libraries, mobile libraries, library network.
Member of the Croatian Library Association and the Regional Library Association of Bilogora, Podravina and Kalničko prigorje since 1989. Founding member of the Commission for Mobile Libraries of the Croatian Library Association since 2001 and President of this Commission 2010-2014. Participated in the organization or as a lecturer in a number of national and international festivals and conferences on mobile libraries in Croatia, Slovenia, Hungary and Serbia. Member of the Editorial Board (since 1999 until today) and editor-in-chief of the professional journal Svezak (2004-2008).

One of the professional editors of the translation of IFLA's Guidelines for Mobile Libraries into Croatian (Croatian Library Association, 2011); editorial board member and one of the authors of the articles for the book "Mobile Libraries in Croatia" (Croatian Library Association, 2012). Together with Ljiljana Črnjar from the City Library of Rijeka, a lecturer at the Center for Continuing Professional Development of Librarians of the National and University Library in Zagreb in the module "Mobile Library Service as part of the county network of public libraries" (since 2017 until today).
